Adhering to the principle that "green mountains and clear waters are as valuable as gold and silver", adhering to green development, implementing the ecological protection and high-quality development strategy of the Yellow River Basin, and combining with the notice of the Office of the Ministry of Housing and Urban Rural Development on promoting the construction of "pocket parks", we will build a number of "pocket parks" that meet the satisfaction of the people. Based on the actual situation of this project, we will construct an urban ecological green vein and ecological corridor, and build a high-quality, green, ecological, and distinctive urban ecological environment. The General Office of the Communist Party of China Central Committee and the General Office of the State Council have issued the "Opinions on Promoting Green Development of Urban and Rural Construction". The overall goal is proposed to establish a basic system, mechanism, and policy system for green development of urban and rural construction by 2025, achieve significant results in green transformation of construction methods, solidly promote carbon reduction, enhance the overall, systematic, and growth of cities, alleviate the problem of "urban diseases", improve the overall quality of urban and rural ecological environment, significantly enhance the quality of urban and rural development and the carrying capacity of resources and environment, significantly enhance comprehensive governance capabilities, and promote green lifestyles by 2035. Urban and rural construction will achieve comprehensive green development, carbon reduction levels will rapidly improve, the quality of urban and rural areas will be comprehensively improved, the living environment will be better, the governance system and capacity in the field of urban and rural construction will be basically modernized, and the goal of building.   In recent years, Pingchuan District has continuously promoted and deepened the green theme, forming a good atmosphere of promoting ecology, benefiting people's livelihoods, promoting development, and promoting green planting, love, and protection for the whole population. It has deeply implemented land greening, ecological restoration and greening projects, planted and nurtured green, and built a livable, business friendly, tourism friendly, and ecological beautiful Pingchuan. In recent years, Pingchuan District has made full use of the golden season of spring and autumn afforestation to carry out voluntary tree planting activities, fully mobilizing the enthusiasm and initiative of people from all walks of life to actively participate in national land greening work, making voluntary tree planting a conscious action of the whole population to participate, improve the ecological environment, and build an ecological livable city. Accelerate the implementation of the "One Mountain, Two Courtyards, Three Lines, Four Rivers, and Five Gardens" greening project, with a focus on ecological governance and greening along the Yellow River, transportation lines, urban greening, abandoned mines, and other areas. Currently, the high-speed lead, south gate, and S308 line greening have been implemented, and 24 urban roads have been replanted and repaired. Four green mines have been created, with an additional 25000 acres of afforestation and 139000 square meters of urban greening. The green land area is 137000 acres, and the forest coverage rate has reached 16.94%. The mining environment in Huangjiawa, Baijiatan, and other areas has been restored and treated with 6.11 million square meters.

This project aims to improve the ecological environment of the urban area of Pingchuan District through the construction of two parts: road greening and pocket parks. It aims to create a city green vein and ecological corridor with three seasons of flowers, four seasons of scenery, rich levels, and Pingchuan characteristics. It will also build thriving urban green living rooms and modern and exquisite diversified spatial experiences, making the city more charming, culturally vibrant, and driven for development! To enhance the green city image of Pingchuan, create a favorable production, living, and development environment, and build a high-quality living urban environment.

Construction location: The project is located in the urban area of Pingchuan District, Baiyin City. The areas involved in the project construction include: Changzheng East Road, Changzheng West Road, Xingping South Road, Xingping North Road, Xiangyang Road, Gonghe Road, Dianli Road, the south side of S308 Line, the highway lead (toll station Xiangquan intersection), as well as two existing green spaces on the west side of Pingchuan Bus Station, the current amusement park at the intersection of Changzheng West Road and Zhongtian North Road, the triangular open space at the intersection of the highway lead and Wangjiashan Road, two irregular open spaces on the north and south sides of Gonghe Road and the intersection of Xinping South Road, the current green space around Daqiao Road Church, the east side open space at the entrance of Dashuitou Mine, and Tianfang. The triangular green space on the east side of Mingyuan, the triangular ground between S308 line on the east side of Dashuitou Bridge, and the current green space at the southeast corner of Xirui Road and Teaote Cross.

Construction scale and content: The total area of construction land is 122615 square meters, including a green area of 102828 square meters, a paving area of 9673 square meters, a building area of 10114 square meters, and 2142 roadside trees planted. The construction content of this project mainly includes pavement engineering, structures, green planting, electrical, service facilities, etc.

Construction period and schedule: The construction period is 1 year, from May 2023 to May 2024; The maintenance period is five years, from May 2024 to May 2029.

2、 The necessity of project construction

  Baiyin City has comprehensively carried out the work of creating a national civilized city, a national health city, and a garden city, further beautifying the urban environment, enhancing the level of urban civilization, establishing a clean, tidy, civilized and orderly urban image, and enhancing the cohesion, attractiveness, and competitiveness of the city. Strictly implement the series of indicators for the creation of national garden cities, with a green space rate of ≥ 40% and a minimum value of no less than 25% in each urban area of the city; The urban green coverage rate is ≥ 41%, and the proportion of trees and shrubs is ≥ 60%. The coverage rate of urban greenway service radius requires that 10000 people have a greenway length of ≥ 1.0 kilometers and a service radius coverage rate of ≥ 60%; The coverage rate of urban shaded roads is ≥ 70%, and the green compliance rate of urban roads is ≥ 80%; And requirements and indicators related to road greening. The implementation of this project focuses on benchmarking the greening of key roads in Pingchuan District, Baiyin City, integrating and analyzing the current situation of urban road network greening. The overall greening effect is poor, the existing green plants have uneven growth levels, severe plant shortage and fragmentation, and a systematic forest road system has not been formed. Based on the current situation of urban road greening, the road landscape effect is improved on the basis of existing road greening. Through measures such as local improvement, new green planting, and expansion of green area, the city's green development is promoted, urban renewal is promoted, urban shortcomings are accelerated, urban functions are enhanced, urban vitality is enhanced, urban comprehensive governance capacity is improved, and ecological environment quality is improved. This will effectively help achieve the "three cities co creation" work in Baiyin City.

3、 Implementation of project construction conditions

The construction site of this project is located in the urban area of Pingchuan District. The areas involved in the project construction include: Changzheng East Road, Changzheng West Road, Xingping South Road, Xingping North Road, Xiangyang Road, Gonghe Road, Dianli Road, south side of S308 Line, highway lead (toll station Xiangquan intersection), as well as two existing green spaces on the west side of Pingchuan Bus Station, the current amusement park at the intersection of Changzheng West Road and Zhongtian North Road, the triangular open space at the intersection of highway lead and Wangjiashan Road, two irregular open spaces on the north and south sides of Gonghe Road and the intersection of Xinping South Road, the current green space around Daqiao Road Church, the east open space at the entrance of Dashuitou Mine, and the east side of Tianfang Mingyuan. The triangular green space, S308 line on the east side of Dashuitou Bridge, and the current green space at the southeast corner of Xirui Road and Teaote Cross have convenient transportation, complete surrounding infrastructure, and good external transportation conditions and basic conditions such as water and electricity supply. Therefore, the basic conditions for the construction and implementation of this project are feasible. The construction of this project complies with various national, industry, and local policy requirements. The implementation of this project is conducive to the ecological restoration of the land space in Pingchuan District, promoting the integrated protection and systematic governance of urban ecology, and is of great significance for accelerating the pace of ecological construction in Pingchuan District and building beautiful mountains and rivers. The basic conditions for project construction are good, the organizational support is strong, the overall layout is reasonable, the construction plan and technical route are mature, the construction scale is appropriate, and the funding is appropriate. The project funding sources include multiple channels such as applying for central investment, local supporting facilities, and social capital investment, which can effectively support the orderly development of various work of the project. Therefore, the funding is feasible.

4、 Investment estimation and funding sources

The total investment of the project is 63.7406 million yuan, including engineering costs of 53.6194 million yuan, other costs of 5.3997 million yuan, and reserve funds of 4.7215 million yuan.

Project funding sources: Multiple channels for fundraising, including applying for central investment, local supporting facilities, and social capital investment.

5、 Funding implementation status

The amount and implementation of self raised funds, the amount and implementation of bank loans applied for. The project investment must meet the local financial capacity and will not add implicit local government debt.
